Permanent Road Division

County policy will no longer allow new subdivisions to construct privately maintained roads unless they are formed as a privately maintained gated community and maintained by a Home Owners Association (HOA), Road Maintenance Association (RMA) or other means acceptable to the Planning Commission or the Board of Supervisors.  The formation of a PRD zone must be completed prior to the recordation of the final map.  Under this policy, all new subdivision public roads would be maintained through a Permanent Road Division (PRD) Zone of Benefit, CSA or other Board approved Benefit Assessment District.  The PRD zone would establish a mandatory road maintenance fund beginning at year 1 to be used solely to maintain the roads and associated appurtenances within the subdivision.
